Dr Khairah @ Asma’a Baharun

Principal Assistant Director Educational Resources and Technology Division (Ministry of Education Malaysia)

Dr Khairah @ Asma’a Binti Baharun is an education leader, instructional design specialist and advocate for technology-enabled learning in Malaysia. She currently serves as Principal Assistant Director of the Instructional Design Unit, Learning Materials Development Sector, Educational Resources and Technology Division, Ministry of Education Malaysia, where she leads initiatives to design, develop and evaluate innovative digital teaching and learning resources for teachers and students nationwide. 

With a career spanning teaching, teacher education, educational research and educational technology, Dr. Khairah brings a multidisciplinary perspective to the transformation of learning in the digital era. She has been instrumental in the development of DELIMaFLiX, a smart digital repository that expands access to engaging digital learning content, while championing instructional design approaches that place learners’ needs and meaningful learning experiences at the centre of digital innovation. 

Dr Khairah holds a PhD in Instructional Technology from Universiti Malaya. Her professional and research interests include instructional design, digital learning, emerging technologies, generative AI, mobile learning and future-ready education. She has contributed to national and international conferences, research initiatives and professional development programmes, and has served as a speaker, expert panel member and innovation judge.
