Carlo Fernando
Learning Innovation and Information Specialist SEAMEO
Carlo Fernando is the Learning Innovation and Information Specialist at the SEAMEO Secretariat, where he leads regional initiatives on learning innovation, teacher development, digital transformation, and higher education across Southeast Asia. He oversees the International Institute of Online Education (IIOE) Southeast Asia Regional Centre, the Southeast Asia School Leadership Hub, and the SEAMEO Schools Network.
His work focuses on strengthening education systems, particularly teacher professional development, and helping institutions respond to emerging technologies in ways that are equitable, relevant, and grounded in local contexts.
Carlo holds a Master of Learning Sciences and Technology from the University of Sydney as an Australia Awards Scholar, and began his career as a Grade 3 public school teacher with Teach for the Philippines in 2013.
