Hui Rong is the Research and Intelligence Lead at the Digital Education Council (DEC), where she drives global
research on the future of education, skills, and AI. She drives DEC’s flagship publications on how AI is reshaping Higher Education, focusing on AI literacy, assessment design, governance, and workforce readiness.
Her work includes the globally referenced DEC Global AI Student Survey (August 2024) and Global AI Faculty
Survey (January 2025) — the largest studies of their kind — capturing the perspectives of thousands of students and faculty members across 30+ countries. She also co‑developed the DEC AI Literacy Framework,
now adopted by institutions worldwide to inform strategies, faculty development, and student training.
Her work is regularly cited in media, academic literature, and policy forums, shaping institutional
strategies and national approaches to AI in education.
