Associate Professor Luu Bich Ngoc, PhD is the Director of National Council Office for Education and Human Resource Development, Ministry of Education and Training since 2018. The Office of the National Council for Education and Human Resource Development is responsible for assisting the National Council and providing policy advice on education and training to the Minister of Education and Training. Ms Ngoc is a professional in Public Policy on Education, Training and Human Resources Development; Demography; Population and Development. She has worked in education field for 25 years as a lecturer at university and as a senior officer at Ministerial level. She was awarded a Masters in Education at Vietnam National University and a PhD degree at Paris Ouest Nanterre University, France.
